With the object of clarifying a number

of Military matters of common concern to Hong Kong and Changtung, I despatched General Festing to see General Chang Fa Kwei, Commander Second War Area at Canton. During their talks the following tentative agreements were concluded.

2. The move of Chinese troops through Kowloon for embarkation would be dealt with direct by the two Military Authorities concerned as would all other matters of a purely Military nature.
